The foundational technical standards, requirements, and functional specifications developed by the Wireless Innovation Forum. These documents define the rigorous technical parameters required for successful ecosystem interoperability and regulatory certification.
All WInnForum specifications, technical reports, and regulatory recommendations must be balloted by the members of the Wireless Innovation Forum following the Forum’s document approval process. Only balloted documents are approved for public release.

CBRS Baseline Standards for Initial Certification (Release 1)
The CBRS Baseline Standards Release 1 were created by the Wireless innovation Forum to address the requirements of 47 CFR Part 96, and to develop an ecosystem of interoperable Spectrum Access System and CBRS device technologies.

CBRS Baseline Standards for Post Initial Certification (Release 1+)
These documents contain changes to “Requirements for Commercial Operation in the U.S. 35503700 MHz Citizens Broadband Radio Service Band” technical specification (WINNF-TS-0112V1.9.0), also known as the Release 1 Baseline Operational and Functional Requirements. Unlike the requirements capture in “CBRS Operational and Functional Requirements (Release 2)”, which are entirely driven by industry need to improve commercial operation, the requirements captured here extend the baseline requirements used for initial certification to capture changes in the FCC Part 96 rules or changes in the implementation of those rules as communicated by the FCC via Public Notice, Knowledge Database (KDB) entry, or other means. The source for each change is referenced throughout the document wherever applicable. While adoption of the requirements captured in this extension, or any WInnForum Standard, is voluntary, as with Release 1, demonstrating conformance with these requirements may be deemed by the FCC to be sufficient to show compliance with the Part 96 rules.

Enhancements to CBRS Baseline Standards (Release 2)
The Forum has continued to expand Release 2 specification enhancements to the baseline CBRS Operational and Functional Requirements. The resulting optional features and functionality can be incorporated at any time, with special focus on supporting specific vertical markets and their deployments.
To address backward compatibility with the WInnForum Release 1 Baseline Standards, the only mandatory feature in Release 2 for a SAS or CBSD is to support the feature capability exchange between SASs and CBSDs. Based on the Release 2 additions, exciting emerging technologies can be considered and implemented.

SCA 2.2.2 Test Suite
The Joint Tactical Networking Center (JTNC) transferred the Software Communications Architecture (SCA) v2.2.2 test procedures and JTNC Test Application (JTAP) to the Wireless Innovation Forum to share with the SCA development community.
The JTNC utilized the SCA v2.2.2 test procedures and the JTAP as part of the product evaluation procedure. Note that although the JTNC does not provide an SCA v2.2.2 Conformance Certification process, the SCA test procedures and JTAP may be utilized to assess product conformance with the SCA requirements. The results gathered through execution of the test procedures should serve as evidence of product conformance, but in order to guarantee the product meets all of the identified acceptance criteria, product developers will need to work with the product procurer or a designated certification authority. The JTNC does not provide a guarantee of accuracy nor ongoing support of the SCA test procedures or JTAP. Please contact WInnF for assistance with any issues.
The SCA v2.2.2 automated test procedures utilize the R Check SCA tool for Application Environment Profile (AEP) validation; however, the R Check SCA tool is no longer commercially available and is not included with this distribution due to contractual restrictions.
The SCA v2.2.2 manual test procedures are available for applications, operating environments, and radio services and cover all of the SCA requirements in lieu of JTAP.
