The US Navy’s Small Business Innovation Research (SBIR) program is focused on developing technologies that meet both specific Naval needs as well as general Department of Defense needs. Many of the Navy’s SBIR Program’s Phase II companies also participate in the Transition Assistance Program (TAP). One of the key goals of the TAP is to connect these SBIR funded technologies to potential users. Call for proposals under the ICT Work Programme 2011 of the ‘Cooperation’ Theme of the Seventh Framework Programme
The European Commission has published a call for proposals under the Information and communication technologies (ICT) Work Programme 2011 of the ‘Cooperation’ Theme of the Seventh Framework Programme (FP7).
The primary objective of this call is to improve the competitiveness of European industry and enabling Europe to master and shape future developments in the realm of information and communication technology (ICT) so that the demands of its society and economy are met.
ICT is at the very core of the knowledge-based society. Activities will continue to strengthen Europe’s scientific and technology base and ensure its global leadership in ICT, help drive and stimulate product, service and process innovation and creativity through ICT use and value creation in Europe, and ensure that ICT progress is rapidly transformed into benefits for Europe’s citizens, businesses, industry and governments. These activities will also help reduce the digital divide and social exclusion.
The call is divided between a variety of objectives which are classified by the following areas:
– ‘Challenge 1: Pervasive and trusted network and service infrastructures’,
– ‘Challenge 2: Cognitive systems and robotics’,
– ‘Challenge 3: Alternative paths to components and systems’,

The thinking behind cognitive devices has undergone much evolution over the last five years. The original idea of a cognitive device was one that, when turned on in a new environment, would scan the radio spectrum and make intelligent (or “cognitive”) deductions about which spectrum was in use and which was free. It would then be able to decide which frequencies it might use to make transmissions and adapt its transmission parameters, such as bandwidth and modulation type, to best fit the available spectrum. … A Cell-Phone Network without a License

Northrop Grumman’s San Diego Employees Work on Things That Can’t Be Seen

San Diego — Northrop Grumman’s local employees produce a variety of things for the U.S. Department of Defense and U.S. allies. Yet a good deal of the work is intangible. It’s not something a person can touch, let alone see.
The defense giant, which had $33.8 billion in revenue last year, employs 4,800 people in San Diego County at four campuses: Rancho Bernardo, Carmel Mountain Ranch, Kearny Mesa and San Diego Bay. Their work centers on the fine points of software, systems integration and radio communications. Ship repair, one of the most tangible things Northrop does in San Diego, may not be in Northrop’s hands too much longer. Northrop Chief Executive Officer Wes Bush said in July that management sees “little synergy” between its shipbuilding sector and its other businesses; that it is “now appropriate to explore separating shipbuilding from Northrop Grumman”; and that the corporation might spin the unit off to shareholders. Consumer electronics companies got an early Christmas present this year when the Federal Communications Commission (FCC) decided to grant unlicensed smart phones, computers and other wireless devices approval to connect to the Internet via vacant “white space” airwaves. Exactly which Christmas, however, is less clear—consumer electronics–makers wanting to take advantage of broadcast spectrum space abandoned as a result of last year’s shift to digital television have much work ahead of them to meet the requirements laid out by the FCC.
