Navy SBIR Program The US Navy’s Small Business Innovation Research (SBIR) program is focused on developing technologies that meet both specific Naval needs as well as general Department of Defense needs. The thinking behind cognitive devices has undergone much evolution over the last five years. The original idea of a cognitive device was one that, when turned on in a new environment, would scan the radio spectrum and make intelligent (or “cognitive”) deductions about which spectrum was in use and which was free. It would then be able to decide which frequencies it might use to make transmissions and adapt its transmission parameters, such as bandwidth and modulation type, to best fit the available spectrum. … A Cell-Phone Network without a License A trial system offers calling, texting, and data by weaving signals around the chatter of baby monitors and cordless phones. 20 Oct. 2010, Technology Review A trial cell-phone network in Fort Lauderdale, Florida, gets by without something every other wireless carrier needs: its own chunk of the airwaves. Instead, xG It’s a technique called “cognitive” radio, and it has the potential to make efficient use of an increasingly limited resource: the wireless spectrum. By demonstrating the first cellular network that uses the technique, xG hopes to show that it could help wireless carriers facing growing demand but a relatively fixed supply of spectrum. … Technology, which made the network, uses base stations and handsets of its own design that steer signals through the unrestricted 900-megahertz band used by cordless phones and other short-range devices. Yet a good deal of the work is intangible. It’s not something a person can touch, let alone see. The defense giant, which had $33.8 billion in revenue last year, employs 4,800 people in San Diego County at four campuses: Rancho Bernardo, Carmel Mountain Ranch, Kearny Mesa and San Diego Bay. Exactly which Christmas, however, is less clear—consumer electronics–makers wanting to take advantage of broadcast spectrum space abandoned as a result of last year’s shift to digital television have much work ahead of them to meet the requirements laid out by the FCC.
