Fiscal Year 2011 University NanoSatellite Program

Description:
     AFOSR, in conjunction with the AFRL Space Vehicles Directorate (AFRL/RV) announces a program to promote and sustain university research and education focused on small satellites (nanosats) and related technologies. The primary outcome of individual projects funded under this program is the design, fabrication and functional testing of a nanosat. Secondary objectives are to foster research in enabling technologies for nanosats and the design of experiments that can be performed by nanosats in orbit. In a separate but related activity, the American Institute of Aeronautics and Astronautics (AIAA) will sponsor a competition to recognize a small number of nanosats that have displayed the ability for space launch and operation. AFOSR and AFRL/RV may invite one or more nanosat projects to submit a second proposal after the competition review. AFOSR and AFRL/RV will evaluate the second proposals using the same evaluation criteria listed in this BAA and subject to availability of funds may choose to award an additional 2-years of funding to prepare the nanosats for possible launch. AFRL/RV will work actively with program participants to promote space-worthy design and fabrication and to prepare selected nanosats for launch. For this program ‘nanosat’ will be used to indicate satellites having a mass of no more than 50 kg and with linear dimensions of 50x50x60 cm or less.

     In Fiscal Year 2011, NASA plans to begin the NASA Innovative Advanced Concepts (NIAC) Program. The Office of the Chief Technologist is fostering the development of innovative, low Technology Readiness Level (TRL) concepts to accelerate the development of transformational capabilities and “push” technologies. NIAC will fund early studies of visionary concepts that could dramatically improve aerospace missions 10 or more years in the future. To support program formulation, the NASA Office of the Chief Technologist (OCT) is seeking input on the NIAC plans described in this document and suggestions for revolutionary aerospace concepts or topic areas that NASA should consider. NIAC is part of OCT’s Early Stage Innovation (ESI) Division. ESI efforts are expected to be short term – typically one year in duration – to mature concepts and technologies that could significantly enhance various missions, or enable NASA to pursue entirely new missions. These OCT efforts will complement the NASA Mission Directorates’ focused technology activities, which directly support their planned missions. While the Mission Directorate efforts typically begin at TRL 3 or higher, this program will target …

     Design and assess innovative methods to create cognitive cross-layer wireless networking protocols to achieve autonomous network resiliency in contested RF spectra.

 

End-to-End BMDS Strategic Communication Systems
Topic Number: MDA10-003 (MDA)
Objective:
     Devise innovative concepts to enhance the reliability of both Missile Defense Agency (MDA) Satellite Communications and communications between the Ballistic Missile Defense System (BMDS) Fire Control and Platform Vehicle Architectures under severe wartime conditions. The focus is to increase probability of message delivery in the presence of both adversarial electronic counter-measures (ECM) and signal fading caused by ionospheric scintillation arising from high altitude nuclear explosions. Provide analysis of proposed communications solutions within the framework of MDA layered architecture, and develop prototype hardware that will demonstrate the utility of the proposed solution.

 

Innovative Approaches to On-Demand Cloud Computing over Ad-Hoc Wireless Networks

     Develop techniques, algorithms, protocols and architectures to enable on-demand cloud computing across varied tactical platforms utilizing distributed ad-hoc wireless networks.

 

Waveform Design, Database, and Development for Radio Communications

Objective:
     Develop innovative tools and software functions that significantly improve the quality and development cycle time for creation of waveform and protocol software for radio communications systems. Tools and techniques will be developed that allow a communications engineer to design, produce, analyze, document, and validate radio waveform and protocol software required to implement radio communications networks. This effort enables standardized, interoperable waveforms and protocols across multiple processor and FPGA families, and across multiple radio vendors.

Objective:
     Develop agile multiband radios/transceivers that can automatically find and use the most efficient frequencies, modulation waveforms, protocols, etc., for communications satellites

  

Radiation Hardened Interceptor Avionics for Ascent Phase Interceptor

August 17, 2010 – September 15, 2010
Objective:   
     The objective of this research and development effort is to encourage the genesis of innovative, high performance avionics systems, subsystems, and components that will enhance the capability of successfully achieving early intercept missile defense in current and future interceptors in a hostile environment.

 

Ultra Wideband Conformal Antennas for Network Enabled Weapons

Proposals Accepted:
August 17, 2010 – September 15, 2010
Objective:
     Develop and demonstrate conformal antennas suitable for a number of existing missile airframes which are capable of transmitting and receiving an ultra wide bandwidth of frequencies.


Implement Automatic Code Generation tools (ACGT) in secure communications systems

Objective:
      Develop protocols and software to implement previously un-trusted code within secure communications systems. Leverage the isolation features and other capabilities of real-time operating systems to meet system performance requirements while mitigating information assurance (IA) risks posed by the use of automatic code generators in the development of secure systems.

 

Dynamic Cross-layer Routing Using Cognitive Spectrum Allocation Techniques
